Dear SAWEA Members, 

The month of May, dubbed Energy month, brought on positive developments that are necessary for a sustainable and energy secure future.

We saw the approval of Electricity Regulation Amendment (ERA) Bill by the National Council of Provinces (NCOP), succeeding the adoption of Climate Change Bill – both playing a significant role in ensuring we steadily move towards a low-carbon future.

With wind energy being one of the leading renewable energy sources, these developments further highlight the critical role that wind technology will continue to play in South Africa’s energy mix.
 
Bid Window 7 & NERSA Consultation Paper
SAWEA continues to support the industry’s position of a successful Bid Window 7 (BW7) following the devastating impact of the REIPPPP BW6 failure. To ensure BW7’s success, the association engaged key stakeholders to support and prioritise the procurement of BW7’s full allocated wind capacity (3200MW).
 
With grid capacity challenges in the areas where most wind projects have been developed, Eskom has implemented mechanisms such as the Interim Grid Capacity Allocation Rules (IGCAR), Curtailment, and the Proposed Gated Process in an attempt to address these issues. In an effort to give effect to these mechanisms, it is our understanding that Eskom applied to the National Energy Regulator of South Africa (NERSA) requesting grid capacity reservation and/or preservation for Independent Power Producers. NERSA subsequently published a consultation paper on May 18, 2024, detailing Eskom's application for public consultation and extended the consultation period. In assessing the situation and its impact on the wind industry and BW7, SAWEA supported the extension of the BW7 submission date to accommodate the NERSA consultation process, thereby maintaining the integrity of the process.
SAWEA conducted member engagements regarding Eskom's application and the associated NERSA consultation paper, recognising the differing positions among members. It is important for our stakeholders to consider this consultation paper in light of its intention to support the success of wind energy as part of the public procurement program.
 
We plan to respond to this consultation paper, with guidance from the SAWEA Board, in adherence to our mandate to promote and ensure a thriving wind industry in South Africa.
 
It is our opinion that the success of BW7 is dependent on NERSA's review and decision regarding Eskom's application.
 
SAWEA Initiatives Leading the Conversation
The Association is leading the conversation by launching energyDRIVE Mpumalanga in support of Energy Month. This year’s energyDRIVE is supported by the Danish Embassy, Durban University of Technology (DUT), as well as sponsored by Eskom to promote clean energy technologies, and promote green jobs in schools.
 
With scarce renewable energy skills and the high unemployment rate and on the back of the recently celebrated Workers’ Day, our commitment to fostering green skills in South Africa, particularly in a province that plays a central role in South Africa’s energy transition becomes even more important.
 
GWEC tackles misinformation about wind power globally
I had the opportunity to attend a Global Wind Energy Council dialogue at Wiston House in the United Kingdom, which brought together experts, stakeholders from the wind energy sector, and government players to share analysis, challenges, and toolkits, and take steps towards better collaboration and shared solutions to treat misinformation and/or disinformation about Wind Energy.
 
The learnings from this session will empower the association to respond effectively to disinformation and misinformation about wind technology given the current negative renewable energy narrative.
 
Post Elections
As we move past the 29th of May election and the possibility of our first coalition Government, the stoplight will remain on the energy sector to ensure energy security as part of the just energy transition in line with our global climate commitments. A thriving commercial wind power industry in South Africa is critical in the energy wheel to achieving this goal.

REGULATORY AND INDUSTRY UPDATES

General Policy and Regulatory framework response
SAWEA continues its advocacy efforts by engaging with key stakeholders on policies such as the Draft IRP2023, Eskom’s Curtailment Framework, the Interim Grid Capacity Allocation Rules, and the Proposed Gated Process (PGP or Gated Generators Connection Process). Additionally, SAWEA is a social partner in the development of the South African Renewable Energy Masterplan, which is in its final stages following rounds of public engagement in 2023.
Electricity Regulation Act Amendment (ERA) Bill
Parliament and the National Council of Provinces have passed the ERA bill following a series of consultations. Key provisions of the ERA Bill, such as establishing an open market platform for competitive electricity trading and creating a Transmission Systems Operator (TSO), are poised to unlock new opportunities for wind energy development. These measures should streamline grid access and facilitate more electricity transactions, enabling greater integration of new wind power into South Africa’s energy mix.

Eskom Grid Capacity Reservation
Eskom submitted an application to NERSA in terms of section 21(2) of the Act, seeking the Energy Regulator’s approval so that it can preserve and/or reserve grid connection capacity in favour of public Independent Power Producers (IPPs) emanating from ministerial section 34 determinations, in anticipation of the upcoming Bid Window 7 procurement process at the expense of private IPP projects. 
 
SAWEA conducted member engagements regarding Eskom's application and the associated NERSA consultation paper. The deadline for submission of written comments to NERSA was 25 May 2024 and has since been extended. The association will respond to this consultation paper, with guidance from the SAWEA Board, in adherence to our mandate to promote and ensure a thriving wind industry in South Africa.

SAWEA submitted comments to the DFFE on the National Environmental Management Act. Specifically, the intention to Adopt a Substation Exclusion Norm, proposing to exempt the development and expansion of transmission and distribution substations from the requirement to obtain environmental authorisation.

SAREGS Deadline Extension
The deadline for submissions to the 2024 South African Renewable Energy Grid Survey has been extended to the 28th of June 2024
 
The response rates to date have been very positive, reflecting the strong commitment within our industry to share information enabling targeted and proactive transmission infrastructure development. 
 
This extension provides an excellent opportunity for those who have not yet submitted their responses to participate in the 2024 edition of the SAREGS. We encourage all members to take advantage of this additional time to provide inputs. 
 
The survey submissions will be utilised by Eskom Transmission Planning to enhance and inform future Grid Capacity Connection Assessment (GCCA) and Transmission Development Plan (TDP) updates.
 
The 2024 version of the survey has been updated to account for private sector projects with various off-take and project generation technology configurations and combinations to capture even more detail per project to aid Eskom in their overall grid planning.   
 
As per the survey protocols, IPPs are requested to provide their current pipeline of projects. Projects submitted in previous survey rounds (2022, 2023) will need to be resubmitted if they are still actively planned for development as of 2024.
 
To this end, we request that all SAWEA members use the survey to submit projects by the close of business Friday, 28 June 2024.
 
 
All information submitted in the survey will go directly to Eskom hence neither SAWEA, SAPVIA nor their members will have access to this data.

energyDRIVE Mpumalanga 2024

Part 1 of energyDRIVE Mpumalanga was successfully concluded on 28 May. 19 schools across the Nkangala region were visited. This edition was made possible through the generous support of the Eskom Foundation and the Danish Embassy.

Part 2 is scheduled to kick off on 22 July 2024 through to 5 August 2024 taking the number of schools visited to 40. This marks a significant milestone for energyDRIVE, with the aim of reaching around 30,000 individuals over its full duration.

Social Partner Reflections on Expectation and Stakeholder Engagement for Just Energy Transition

On 13 May, our Social Impact Committee Chairperson, Celiwe Mabaso, participated in the Presidential Climate Commission's panel discussion entitled Social Partner Reflections on Expectation and Stakeholder Engagement for Just Energy Transition. The event took place at the Council for Scientific and Industrial Research (CSIR) in Pretoria.

The discussion centred on a PCC-commissioned study by ICLEI Africa, focusing on inclusive and just processes for the just transition. The dialogue aimed to dissect the report, facilitate knowledge-sharing, and explore opportunities for successful stakeholder engagement.

Celiwe’s participation highlights the SC’s Economic Development Task Team’s focus area of creating social impact, whilst demonstrating our dedication to advancing a just energy transition in our communities.
CLIMATE ACTION AWARENESS CAMPAIGN WORKSHOP

SAWEA’s Chief Communications Officer, Morongoa Ramaboa was a panellist at the Presidential Climate Commission’s Climate Action Awareness Campaign Workshop. This important event took place at the CSIR International Convention Centre in Pretoria on 14 May.

The workshop aimed to engage various media and communications practitioners by sharing the draft Climate Action and Awareness Campaign Partnership Framework. Participants also explored the recent Human Sciences Research Council (HSRC) Survey on Public Perception of Climate Change and got a sneak peek of South Africa’s first State of Climate Action Report.
ENLIT AFRICA 2024

On 22 May, Morongoa Ramaboa participated in a fish-bowl discussion hosted by the South African-German Energy Partnership.
The session delved into energy cooperation between South Africa and Germany, with a focus on recent developments and market opportunities.
